Reducing the allowed leverage to 10:1 will only force small investors to use off shore banks with even
less regulation. How many of those do you think will pay US income taxes on that money?
It's a bad idea as it only hurts the little guy and the smaller brokers. Extremely wealthy people and
corporations will be fine.
