    This message is to express my opposition to RIN 3038-AC61 and its adverse impact
    on FOREX trading. It is an unwarranted intrusion by government to take control of yet
    another segment of the economy by removing a very necessary tool, leveraging, from
    the independent FOREX trader. I have been a FOREX Trader for approximately six
    years and need the amount of leverage required. Reduction would force me from
    being a trader as the rewards would be so diminished as opposed to the risk taken
    that it would no longer be worth while. Of course, I recognize that may be the inherent
    intent of the proposal as it forces ordinary people from the program and leaves the
    spoils to the big traders, banks, and insurance companies -- a segment of our
    national economy that the federal government has already made deep in-roads to and
    now virtually control.
