To Whom It May Concern,
I have been told that the 10-1 leverage is to help prevent fraud. I think this is a worthy goal but It is not right or
good business to shut down an industry to stop fraud.
There are other ways to accomplish the task of controlling fraud.
I think by stopping hedginga large segment of the fraud was brought under control.
