    Sirs,
    In regard to RIN3038-AC61, it appears you have not looked at this fairly, it seems
    to me you won't even allow the same leverage as Futures, this seems to be favoring
    the CME, because of their decreased Globex volume in currencies, and in a time when
    we need everything economically to help this country, you continue to drive huge amonts
    of business offshore, away from your not well thought out proposed legislation.
