We need to distinguish between what is gambling and what is not gambling, otherwise the Chicago Board is the biggest gambling house in the world.
A bet on a casino style game is gambling and is very different than a bet on the outcome of a future event such as politics and sports that its outcome is beyond the control of the operator.
Betting on politics or betting on sports is an expression of opinion and it should not be illegal, otherwise, offshore illegal operators benefit, the government lose tax, and the consumer has no protection.
