Unfortunately I had a typo in my comment. I wonder if it's possible to replace my comment with the attached correction. They are identical except for one reference to the "Susquehanna" decision on page 9, where I fat-fingered the citation and added an "e."
I understand if that's not possible - it'll teach me to be more careful.
