Asides from the comments from your own commissioners this is an incredibly harmful idea, not only due to the aforementioned opportunities to exploit in a closed system, but also in that it favors a select few institutions able to set up such a system, disadvantage a huge amount of brokers and security dealers that don't have the means to compete in such a manner. It removes competition in the markets and consolidates power in a few, already well equiped entities. It is disgusting to think the CTFC would be willing to so clearly disadvantage so many already existing businesses in the financial markets for the sake of a few that are already doing well. Anti-competitive sycophancy at its finest.
