Kalshi's contract will be used for hedging and also price formation. I see no reason to assume that there is any difference between these rules and any other rules. Why would you even ask if Kalshi can enforce the rules? Look at all the trading violations you bring enforcement actions against. And all the comments about the breakdown of democracy clearly didn't even read anything other than their email list prompt, so ignore them.
