Bad enough that sports betting encourages criminality and addiction, someone now wants to usher in election betting? Election betting is just sports betting with candidates instead of teams. Actually, it's worse, because you can't manipulate a football game with a propaganda campaign but you can use one to manipulate an election. Election betting would incentive bad actors to just that, for money, regardless of the harm done to our government and our democracy.
