If the concept of this Filing 23-01 is to allow gambling on the outcome of elections, this is an incredibly bad idea. This would open up our elections to bias and corruption, whereby wealthy individuals and organizations would be able to influence election outcomes (e.g. via donations to PACs) in order to receive a return on their "bet" on the election. This would undermine public confidence in the fairness of our elections, and lead to the perception that elections are "rigged" by those who bet on election results.
