This is such an incredibly awful idea it sounds like a bad joke. Did someone wake up one day and think "oh gosh, there's not enough corruption in our government, let's hurry up and figure out some other way to destroy our democracy"? God save us, the politicians certainly won't. Put this ridiculous concept directly into the trash can of history - this can be one of the things that doesn't get taught if we don't let it get done. It certainly won't be taught if it goes through!
