Thank you very much for your reply.Understanding that the comments published are potential area of activities in intervention of risk of health hazard around work site of hematite iron ore and uranium excavation ,its transport and concerned environmental pollution by radon .Its surveillance is still to be looked upon as the responsibility ,of stake holders participating in this sector under governance of OSHA, NIOSH and CDC. Therefore our comments need to come to notice of concerned authorities and PHMSA Response and the Comments intend ,for extension of surveillance activities,, which are of Hazardous Materials: Modernizing Regulations to Improve Safety and Efficiency.You are requested to kindly do the needful please.Regards.

    RADON EXPOSURE in Hematite Iron Mines and occupations ,Surveillance, prevention:Exposure to Radon in Hematite mining and related industries An awareness programme, .. There are a number of studies in India on Radon ,such as 1.Radon in environment and dwelling in uranium mine, 2.Depth Dependence Radon study in Indian Tube wells 3.studies on radon exhalation 4.Radon occurence around Jari and Parvati valley, 5.study on Radon at Mysore city in India .But there is yet to be a study on radon and prevalent lung cancer around Hematite Iron ore mines globally Hematite IRON MINE SITES IN USA:Walnut Grove,Jackson County,Jefferson County,Birmingham Red Ore,Michigan, Minnesota, and Iron county Utah . What is radon-Radon is an inert gas.In the process of mining like uranium and hematite(Iron ore extraction)Ref-page 133 Hunter’s diseases of occupation, in additions to metal itself all its decay product is contaminated with this gas.After disintegrating the decay material, it invades the surrounding environment such as dust, water, air,by radium and its immediate daughter product ,the radon which emits alpha particles from the sources such as isotopes of polonium, bismuth and lead.. This can be inhaled by workers and subsequently get exposure to radiation. Its health effects-Exposure to radon in the home is responsible for an estimated 21,000 lung cancer deaths each year in the US. Radon is a health hazard with a simple solution.Different radiations have greater or lesser effect ,for example- In case of X ray-Dose response for X ray is 1 and 20 for certain neutrons and other particles such as alpha particles, depending upon absorbed radiation dose multiplied by radiation weighing factor,(Hunter’ Diseases of occupation).The hematite iron ore dust associated with atmospheric gas when inhaled by workers , decay in the bronchial epithelium before being exhaled Radon and polonium emit alpha particles which may produce significant dose to the cells in the respiratory tract. In some mines around the world ,30-70 % of the deaths in these mines are caused by lung cancer..Situations relating exposure of radon-1.Domestic exposure-Houses built on the soil that has less ventilation with emiting sources of radon,2.Inhalation of decay gases in hematite and uranium mines and minerals .radiation and associated with smoking habits have higher risk of carcinogenicity including those are associated with work sites at gas retort and coke oven sites of steel industry. Duration of exposure/latent period-The average outdoor radon level varies between 5 and 15 Bq/m3 [Radon radioactivity is measured in Becquerel (Bq). Indoors, radon levels are higher, with highest levels found in places such as mines, caves and water treatment facilities.The risk of lung cancer increases by 16% per 100 Bq/m3, increase in radon concentration. The dose-response relation is linear – i.e. the risk of lung cancer increases proportionally with increasing radon exposure. Radon is much more likely to cause lung cancer in people who smoke. The proportion of lung cancers attributable to radon is estimated to range from (3 to 14%.).The WHO guidelines for drinking water quality,recommend repeated measurements to be implemented if radon in public drinking water supplies exceeds 100 Bq/l.(WHO Guide lines.The Problem-Radon causes an estimated 21,000 lung cancer deaths in the United States every year.Smoking has a synergistic effect on radon-related lung cancer.. Source reduction from radon is the only way to protect non-smokers from radon-related lung cancer.Radon induced cancer through expanded radon testing of existing homes, environmental monitoring.Primary and secondary Prevention-Early diagnosis by mitigation of high radon levels within those homes, and radon-resistant new construction, including biopsy and exfoliative cell cytology..Prevention-Preventable radon-i.Specified workplace- specially trained persons to work with equipments and overall,in specific work place. All entrances should have visible warning signs Worker’s education and training. 2.Possible ways of exposure 3.Possible medical examination and laboratory test 4. Personal hygiene like restricted drinking , eating habits in that area Protective clothing and equipment-A full protective overalls,boots and gloves,,removal of clothing that area, wash and take bath properly, before leaving the place. . Medical examinations and laboratory procedures-The nature and frequency will vary according to the intensity of exposure. Full records should be preserved for several years after the worker has left employment. Emergency procedures.-In emergency, specified area must be fully evacuated .

    It has been received by the department. As this is a submission includes wide range of activities such as rule making , follow up for surveillance by stake holders based on our comments, which are of course Intellectual property of our company passed through World trade Organisation and USA point.The material has been received confirmed by them and also published .
    Therefore we claim valuation of the material which is 0.25 million USD for payment to our company as upfront and rest 0.75Million USD in three additional instalment . The cancelled check has been submitted with the content of comment .We will be glad for your doing the needful please.
