    CFTC would do more benefit to retail investors by participating in transparent reporting through independent agencies. Self-regulation does not encourage adherence to rules without consequence of breaking a rule exceeding the benefit. Speed of response to concerns of impropriety is not a solution to the impropriety. The problem lies with information asymmetry. Retail investors ought to have access to all the information involved in the valuations of assets in a fair market when it comes to trades in rehypothecation. Transparency and efficiency are the selfsame solution. No one needs to hear explanations for why the burden of self-reporting ought to be minimized. That is as if a criminal says the courtroom is inconveniencing them from their day-to-day criminal activities. If there is impropriety of any sort, it ought to be unwound and corrected as transparently as possible. Thank you.
