    I was pleased with the overall sentiment of the committee with one exception:

    Re: ICO's

    The common man now is able to buy into an ICO for the price of a month's worth of lottery tickets. Most have minimums of 100.00 at their public sales.

    By limiting participation to approved investors, you are preventing the American Dream.

    A regulated ICO is safer than gambling in a casino.
    A regulated ICO is safer than betting at a racetrack.
    A regulated ICO is safer than sports betting.

    With all the legal ways for the common man to lose their money in this country, it is HEINOUS to prevent them for investing in ICOs.

    The only concession I would be happy with is if there is a graded limit to participating funds that can be upgraded as the investor succeeds.

    DONT KEEP THE COMMON MAN AWAY FROM ICOs....regulate them!
