    SUBJECT: Speculators and The Price of Food and Energy

    Please strongly consider changing the proposed rules to give more protection to consumers as it relates to speculation of important commodities such as food and energy. I read the September 24, 2011 New York Times article by Gretchen Morganson titled "Speculators Get a Break on New Rule." I understand that Dodd-Frank gave federal regulators a mandate to write rules that would protect consumers. If Ms. Morganson's article is accurate, your commission has proposed rules that some say might encourage, rather than discourage speculation in the commodities markets. I would ask that your commission study your recommedations carefully and consider the impact on the majority of consumers (middle and lower income folks) before your upcoming vote.

    If speculators are really driving up the cost of food and energy, that needs to be limited for what is best for most Americans and our economy, not what is good for the speculators.
