Dear Sirs:
Although I realize that this is a contentious proposal, and there are good arguments for and against it, I have come to the conclusion that heavy speculation in commodities can and does drive up the price to the consumer. I urge you to impose meaningful position limits on speculators, more or less in accordance with the Anti-Excessive Speculation Act of 2011.
