The intention of commodities markets was to reduce the volatility in price swings so the users of those commodities could better manage their business. It was not meant to be a casino where people gambled on making profits with no intention of ever taking delivery of the commodity.
It needs to be regulated so the it more closely resembles what it was intended to be.
