How about having anyone placing a "bet" having to actually take physical delivery, or have a real hedging use of something. For example an airline buying future. Screw the criminals on Wall Street, all they care about is making money on the back of the middle class who end up paying higher prices so so these criminals make more money which isn't even taxed as ordinary income. You are running a casino now!
