I think an open tape that reflects all transactions is essential for an efficient market, in the classical sense.
I say classical sense because "conservative" academics have appropriated the term to mean that anything any market does is efficient, unless of course, to some extent it is regulated to prevent and punish crooks.
Republicans want to prevent market regulation to facilitate the activities of crooks.
Republican "free market" economics has degenerated into markets by the crooks, of the crooks and for the crooks.
