It is imperative that the banking industry not return to the casino behavior that was instrumental in creating the current recession -- a recession all of us (except the high rollers) are struggling to recover from. As long a they are too big to fail, there is no reason for them to abandon high risk strategies that contribute nothing real to the economy. It is certainly not necessary to extend the exceptions in any way that will allow this kind of behavior.
