    Financial reform is imperative. The transactions on Wall Street must be open for public review, and they should be taxed as well. Risk-taking by those who speculate should not be allowed to impose any type of harsship on ordinary citizens. These transactions have specialized legal forms and names, but they are gambling just the same.

    Market behavior is not meant to be a free-for-all, and in the spirit of American socio-economic and political society, markets are believed to work best then they are managed to include consideration of their impact on the community as a whole.

    We have enacted regulations to protect citizens from the darker side of unmanaged market behavior, and this spirit should continue and be designed to prevent catastrophic collapse.
