    Dear Chairman Gensler:

    Re: End-User Exception to Mandatory Clearing of Swaps (RIN 3038-AD10)

    I am an electrical engineer. I've seen the industry take a big hit because of the ongoing malfeasance by Wall Street.

    We have to run our company by-the-board. We have to be responsible. Why is it that big banks, that have shown they can be VERY irresponsible, can even get in the door to block these rules that we, citizens, need!

    I don't want my financial system to be run on 30:1 margin. It is gambling at taxpayer expense. PLEASE put into place commonsense rules for clearing and margin requirements.

    Get rid of the shadow banking.
    If you think I have better things to do than write about an esoteric banking regulation, you are right. But these greedheads have done serious damage that I see every day.

    Please implement Dodd-Frank as written and do not give in to the pressure to weaken the legislation in the rulemaking process.
