1) Please institute a 1500 contact limit for silver, 7,500,000 oz.
2) Charge high fines for market manipulators and use the fine revenue to finance your enforcement efforts.
3) Jail criminal manipulators in dark, nastly prisons to discourage other market manipulators from doing harm to American society.
