    Comment Text:

Heating Oil is a necessity in many parts of the USA and should not be traded as a commodity without the ability to take a wet barrel.

Speculation is driving the market higher than it needs to be which is falling on the backs of the poor and the middle class.

It is time to put oversight into this product and be sure that it is only traded amongst those that can actually take the barrels they are purchasing on the futures market. This will stablilize the price of fuel and stop driving it up everytime some missile goes off in the Mideast.

Thank you for your time and consideration.
