These new rules MUST be enacted to stop the almost daily wild swings in heating oil that effect many families and elderly customers in our area that use heating oil to heat their homes. My customers right now must make the decision to "heat or eat"due to the rapid, unchecked rise in heating oil prices this past winter. I constantly check inventory reports and see that there is plently of heating oil, gasoline, and diesel fuel available and that there is no shortage yet prices go up sometomes as much as 5-10 cents per day due to unchecked speculative trading. Our economy is being destroyed due to deregulation of commodities trading and may never recover if important changes are not immediately made. Its hard to continue to hear customers in tears on the phone due to huge price increases for no sane explanation. There are no supply/demand issues...petroleum products should not be out of control due to unchecked speculation.
