No one individual or organization should control more than 1% of the annual production and inventory. For silver, the annual production is about 800 million oz. That means a position limit should be about 1600 contracts.
I think you said the banks shorted some 30,000 contracts last month. This is 15 million oz or almost 20% of the annual production. This has to be manipulation of the market and you should stop it!
