Chairman Ginsler and fellow commissioners: First I would like to commend you on your investigation into the problem of silver manipulation. Regarding the proposed rule to limit speculators to 5,000 contracts, or 25 million ounces of silver is too high in my opinion considering the above ground supply of silver that currently exists. Please consider a position limit of 1500 contracts. It seems to me that a limit to the control of 7.5 million ounces of silver would not give any speculator the opportunity to inordinately control the price of silver. With best regards, John Enders
