    Commissioners and Staff:

    I am nominally a resident of the State of Hawaii, but maintain a part-time residency in the country of Ecuador. I have written to the CFTC in the past as an investor in the commodities market, putting forth my thoughtful opinion on the proposed limits on contracts particularly in the precious metals. The scandalous short positions being maintained by certain banks, particularly J.P. Morgan, MUST be brought to a halt if the CFTC is to have any credibility. The limit should be no more than fifteen hundred (1,500) of a concentrated position in the silver market.

    I would respectfully urge the commissioners and their staff to adopt the 1,500 contract concentration limit, a reasonable figure that is being recommended by far wiser investors than I.
