Dear Commission Members,
It is my opinion that allowing any single entity to control more than 10% of futures contracts of
a single commodity is unwise. The higher the percentage of ownership of any one commodity's
contracts allows greater temptation and ability to manipulate contracts for the commodity. This
appears to be the case in the precious metals market of which silver is one of the most susceptible
to manipulation because of the small yearly supply.
