Dear Chairman Gensler and fellow Commissioners:
I have invested in precious metals for some time as a means to augment my retirement funds portfolio. I do hold a number of positions in silver, both as the metal and mining companies. To me it is obvious that the price is suppressed by the extreme short positions held by a few bullion banks, which I am sure do not need to be named. As this is under review by the CFTC, with the intent of lowering contract limits to a number of 5,000 for any single speculator, it appears that the CFTC agrees with my conclusions. I do want to express my concern with the 5,000 contract proposal. This seems too high as it seems to me that this gives speculators too much dominance over producers and individual investors.
Please institute a 1500 contract (7.5 million ounce) position limit for silver.
Respectfully submitted,
Thomas R Fiske
