    Dear Sirs of CFTC:

    It is laudable that you strive to create fair markets free of undue manipulation. However, in the case of your proposed position limit for SILVER, I feel that you should reduce the number of contracts to NO MORE THAN 1,500. Your proposed limit of 5,000 is not enough to restrict unscrupulous parties from gaining manipulative control of the silver market. Please take into account the size of the market in the commodity you are trying to regulate. The silver market is too thin to support a volume of 5,000 contracts for any single speculative entity.
