I have been involved with the futures market since the mid 80's. For years I was careful with the coffee pit as it was know as the crooked pit. Now it is the metals market. Enforcement of reasonable position limits is necessary for legal and fair trading practices. I and others have backed off from trading due to the obvious appearances of unfair practices, (typically shorting volume past legitimate levels). Yes, we feel ripped off under the watchful eye of the regulators. Many traders would return with a fairer playing field.
Please do the right thing. Impose and enforce legitimate limits, (probable 1500), in the SILVER market as per the directive to maintain the US as a fair place to conduct this business.
