I urge you to approve the staff’s proposal on position limits, including limiting exemptions to bona fide hedgers. However, 5,000 contracts is too large and will not prevent illegal manipulation of the silver market. A position limit of 1500 contracts for silver would be a much better number and I think end the ongoing manipulation in silver.
