Making this 10:1 leverage cap is like the government outlawing dating before you can prove that you
won't strike out.
You can not demand certainty w/the point of a gun (which is what all regulation use).
When you give up freedom for security, you end up with less security and less freedom.
I Strongly oppose proposal.
