    Dear Mr. Stawick:
I am writing in support of the CFTC's Proposed Federal Speculative
Position Limits that will reestablish speculative position limits on maj or
energy commodities. This rule will provide stability to the marketplace
and help prevent future price bubbles.
The effect of speculation and price bubbles not only adds instability to
financial markets, but adversely affects private citizens and the overall
economy, for little more than the personal gain of those who manage to
    speculate successfully.
I'm all for people making a profit, but not at these costs.
    Regards,
    David C. Hill
