Mr. Secretary,
I am writing to state my concerns about RIN 3038-AC61. This proposal would harm me as a retail
trader and would greatly increase my risk as a trader. Further, the proposal would benefit no one in the
retail trading world. If you think I'm mistaken I'd love to hear a transparent, cogent explanation of your
reasoning. Otherwise, this proposal looks to be corrupt and serving of interests other than mine. I
doubt you want to appear to serve the interests of oligarchical banking and governmental
quislings. This proposal tends to create such an impression.
