Barclays Capital is submitting the attached letter as comment to the Notice of Proposed Rulemaking published by the Commodities Futures Trading Commission in the Federal Register on March 13, 2012 for purposes of implementing Section 619 (commonly known as the “Volcker Rule”) of the Dodd-Frank Wall Street Reform and Consumer Protection Act.
