    Gentlemen:
    Under the new CFTC Director, I have been pleased to observe the interest in possible
    manipulation in silver and gold prices, especially silver, and ygur interest in speculative
    position limits and significant levels of concentration.
    I personally am convinced the market is and has been manipulated by a few large banks,
    resulting in a suppressed market, which hurts the mining companies and the public as
    well.
    Please establish a speculative position limit in COMEX silver of 1500 contracts or less.
    And please curtail the levels of concentratidn in COMEX silver futures on the short side.
