On January 29, 2020, CFTC staff
held a conference call with representatives from CMC. The meeting lasted
approximately one hour. It focused on a potential approach to a
principles-based rulemaking addressing electronic trading, including current
industry practices, the scope of market participants potentially impacted by
the rules, exchange jurisdiction over market participants, third-party systems
on which certain market participants rely, and potential issues defining
electronic trading and trading disruptions.
