Subject: Comment in Support of the CFTC’s Proposed Rules on Governance and Conflict of Interest Mitigation for DCMs and SEFs

    Dear Commissioners,

I am writing to express my strong support for the CFTC’s proposed rules and amendments concerning governance and conflict of interest mitigation for Designated Contract Markets (DCMs) and Swap Execution Facilities (SEFs) as detailed in the recent notice of proposed rulemaking.

As a retail investor, I deeply appreciate the Commission's efforts to enhance the governance standards and conflict of interest requirements for these critical market platforms. The proposed rules, which set high standards for the fitness and independence of individuals in key regulatory roles, represent a significant step forward in ensuring that our markets operate with the utmost integrity and transparency.

I am particularly supportive of the measures that require more rigorous oversight of conflicts of interest. By mandating robust systems for identifying, managing, and resolving these conflicts, the CFTC is helping to shield retail investors like myself from potential abuses and ensuring that our interests are not compromised by the personal or corporate gains of others.

The inclusion of detailed requirements for the composition of boards and disciplinary panels to include independent perspectives is another commendable aspect of the proposal. This not only promotes fairness and objectivity in market governance but also enhances trust in the overall market operations.

I believe that these proposed rules will lead to more stable, fair, and transparent market environments, which are crucial for protecting individual investors and maintaining confidence in the financial markets. I urge the Commission to adopt these rules and continue its vigilant oversight of market practices.

Thank you for considering my views on this matter.

    Sincerely,

    Greg Englebert
