    Attention Commodity Futures Trading Commission:

    My name is Dale Heimerdinger and for the last 30 plus years I have worked for a Grain Cooperative with 12 locations in Northeast Iowa and Southeast Minnesota. I strongly believe corn and soybean futures need a Variable Storage Rate {VSR} implemented. My opinion is this needs to be enacted sooner than later. The lack of convergence is hurting our business which in turn penalizes our farmer owners. I suggest to utilize the current VSR guidelines of 80% of full carry to increase monthly deliverable storage rates by $.05 and 50% of full carry to decrease deliverable storage rates by $.05 {but not lower than $.08 monthly}. My suggestion would be to use the CZ/CH and SX/SF as the annual examination period and not looking at the % of fully carry for each delivery month like is currently being done for the SRW contract.
