Convergence is necessary for the cash market to work effectively. I agree with the need to be able to adjust storage rates to help this process. I also believe a yearly review of the storage rates should be done to see if convergence is taking place. I would suggest this review be done during the same time period each year to determine what the rates should be adjusted to if needed.
