I feel that the variable storage rate has accomplished its goal of getting closer to convergence and think that the corn and soybean contracts need the same boost. The non convergence of the market is really devaluing the insurance that today's producers use to manage their farm operations and leaves them very exposed. If the VSR is too variable I think a great compromise would be an annual review of spreads and allowing for a .05 a month boost in storage each year would be a good start to getting the markets to converge on a regular basis.I would suggest a Dec corn March Corn futures and a Nov Bean and Jan Bean spread evaluation similar to the VSR currently in place on wheat.
