Convergence is not only important for warehouseman and end-users but also the farmer. The lack of convergence, implies that my insurance indemnity may not accurately reflect my local market. The lack of convergence reduces the wiliness of bankers to loan money. An annual review period of storage rates would seem to be a nice middle ground between those who understand cash markets and the speculative community.
