Disclosure with procedures should be much more better defined from an authorative source. Procedures that are of a important nature needs some sort of personal contact from the institution involved, as it becomes too hard to know what to trust or what not to trust, especially when things go wrong. The whole lack of live communications actually has a large impact on health and can lead to make decisions that are really not the consumers fault. Which in most cases would leave he consumer to make decisions which could be wrong but by then becomes a matter of the consumer protecting his own interests due to the wrong doings or actions of the institutions.
