waiting in healthcare, it is essential to use the most efficient
means necessary to regulate,
As move the data in real-time to the examiner is less expensive to

President Obama has ordered the most efficient means.
Anything other than the most efficient means
undermines the trust and confidence of the people.
if Government can ignore the President,
