I feel that this rule is good and necessary for the future of the CFTC because of the increasing use of electronic trading. Pit trading is slowly becoming obsolete and electronic trading is becoming the method of choice for investors and retail traders. To prevent another flash crash and some of other problems that come with electronic trading, this proposed rule change is necessary. I strongly agree with this rule change.
