The proposed rule changes to the definition of a hedge are not in line with common business practices or needs. The proposed rule would unnecessarily place Agribusiness at risk - anticipatory hedging is a normal part of risk management for hedgers and must be permitted. I do not see a reason for this change that makes any sense and the end result of this proposal is increase cost to the consumer.
