These rules are ridiculous for the average working fella to understand. I buy and I sell dry goods. I don't do fancy stuff like the Wall Street people do. I wish I was able to make the money they do, but I make a decent living. When my lawyer told me about this, he could not understand it either, but he says I should find someone who will put a stop to this nonsense, or at least limit it to Wall Street tycoons, and not working schlubs like me that are buying and selling dry goods.
