    I believe that this proposal would be detrimental to the futures industry. The regulation being proposed is inappropriate and misplaced. Don't blame the industry safeguard's for the illegal dealings of MF Global and Peregine Financial Group, whose actions were only possible for reasons unrelated to the aforementioned residual interest capital regulatory proposition.
